Brighton and Hove City Council declared a climate emergency exactly 2 years ago. They pledged to make the city carbon neutral by 2030. A bold and ambitious target but one that has little if any chance of being met without a plan. And to date, two whole years later, there is no plan.
There is quite literally no time to waste.
